PSO-26: Expulsion Policy

Purpose:

To ensure that no child is expelled from B-5 ECEAP programs due to challenging behaviors. Contractors are required to establish and implement a policy that addresses the needs of children with such behaviors and outlines strategies for managing them without expulsion.

Policy Guidelines:

  1. Requirement for Providers: Contractors must ensure that all B-5 ECEAP providers develop and implement a policy that addresses the needs of children with challenging behaviors and prohibits expulsion. The policy must include the following five key components:

(a) Supporting Classroom Teachers: Strategies must be in place to help teachers effectively manage and support children exhibiting challenging behaviors.

(b) Planning with Families: Collaboration with families is essential to create plans that meet the unique needs of the child. Families should be actively involved in decision-making processes.

(c) Engaging Community Resources: Providers should engage appropriate community resources, such as an Infant and Early Childhood Mental Health Consultant, coach, or other professionals, to offer additional support.

(d) Choosing Alternative Schedules or Settings: When necessary, alternative schedules or settings should be considered as a means of meeting the child’s needs without resorting to expulsion.

(e) Staff Training: Providers must ensure that staff are trained annually in methods to promote positive social-emotional development, reduce challenging behavior, and provide trauma-informed care.

  1. Escalation Procedures: If contractors have exhausted their usual strategies and the classroom environment remains unsafe or excessively disrupted, they are encouraged to contact DCYF ECEAP for technical assistance.
