PAO-54: Free of Charge

Purpose:

This policy ensures that all B-5 ECEAP services are provided free of charge to enrolled families, promoting equal access and participation for all.

Policy Guidelines:

  1. Free-of-Charge Services: All B-5 ECEAP services must be provided to enrolled families at no cost.

    (a) Exceptions for Subsidies: If the contractor receives Working Connections Child Care (WCCC) or Tribal Child Care Development Fund (CCDF) subsidy for the child, the following may apply:

(i) Contractors may charge the allowable family copayment as outlined in the subsidy agreement.
(ii) Contractors may charge a late fee if the family is late picking up their child beyond the 10-hour day.

(b) Loss of Subsidy: In the event that a family loses their WCCC subsidy while enrolled in B-3 ECEAP, services will continue without interruption, and no charges will be imposed on the family.

  1. Voluntary Donations: B-5 ECEAP providers may accept voluntary donations from families but cannot make them a condition of service or participation.
     
  2. Full Participation: B-5 ECEAP providers must ensure that all parents have opportunities to fully participate in program activities without any financial burden or contribution required.
     
  3. No Financial Contributions Required: Parents will not be asked or required to contribute money, food, or any supplies with monetary value to the program.
     
  4. Volunteering Time: B-5 ECEAP providers are encouraged to invite parents to volunteer their time; however, volunteering is not mandatory and may not be a condition for participation or services.
     
  5. Provision of Diapers: Contractors must ensure that B-5 ECEAP providers use program funds to supply diapers for enrolled children during the program day. 

This policy guarantees that financial barriers do not prevent families from accessing or fully participating in B-5 ECEAP services.
